Description

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the construction of the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades at the Dayton VA Medical Center (VAMC) located at 4100 W. Third Street, Dayton, OH 45428. PROJECT DESCRIPTION: The scope of this project includes but is not limited to the following: Electrical (electrical panel upgrade, power (normal, emergency)), Bonding, UPS, Building Management System interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion and renovation of existing space (demo, new construction, finishes), physical security upgrades, assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings, install diversified path to data center for WAN, hazardous material abatement. The Contractor shall provide all materials, labor, and equipment necessary for the removal and replacement of all existing data cabling, supporting infrastructure, and data closets with new CAT6a data cabling and the supporting infrastructure to upgrade the facilities electric and IT infrastructure to allow for the new EHRM system. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in late August/early September 2023. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
