GeoMX DSP Software upgrade from NanoString Development

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) plans to procure, on a sole source basis, development of improvements to the GeoMx Digital Special Profile Software to enable Bulk Export of Images and to add the option for OME.XML export and method to associate files on the archive server and aux server associated with a particular Instrument_SlideName_ScanName in a .csv file. from:

The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 1000 employees. 

NanoString Technologies Incorporated is the manufacturer of the GeoMX hardware. This hardware is deployed at the NCI environment to scan and read slides. As the sole manufacturer, NanoString Technologies Inc has discretion over the software and firmware the device can run. This request is to augment the existing firmware to provide the NCI with specific bulk export image capabilities, formats, files, and file naming conventions. As the manufacturer of the GeoMx hardware, NanoString Technologies Inc. will know what components of their proprietary code will need to be changed to integrate the NCI requirements.

This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government’s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist Michael Hogue at Mike.Hogue@NIH.GOV no later than 02:00 P.M. EST on Monday, September 11, 2023 (09/11/2023). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate.
