Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate predominately a Firm Fixed Price modification on contract, N6833516D0022, on a non-competitive basis with Lockheed Martin Rotary Mission Systems, CAGE 16331. The contract modification will also include some Cost Plus Fixed Fee CLINs which will make up less than 2% of the total modification value for tasks that are not well defined enough to allow for fixed pricing. The procurement is for Consolidated Automated Support System (CASS) & Reconfigurable Transportable CASS (RTCASS) Performance Based Logistics (PBL) services. The contractor will provide all services and materials (other than Government Furnished Equipment) necessary to ensure that all CASS and RTCASS systems and associated equipment are Ready for Issue. The support will include removal, repair, replacement, calibration, configuration management, functional test and return to service of CASS and RTCASS repairable and consumable assets as well as maintaining inventory and issuing assets in response to requisitions for both repairables and consumables. It also involves sustaining logistics and engineering support, facilitating a Failure Reporting, Analysis and Corrective Action System (FRACAS) and providing data in accordance with the Contract Data Requirements List (CDRL).
NAWCAD has identified the effort to bridge current CASS & RTCASS PBL until a competitive contract is awarded in order to avoid a break in service from the current contract. The current CASS & RTCASS PBL provider fulfills material requisitions for repairables and consumables to ensure CASS & RTCASS systems are ready and available to support the operational availability of United States Navy and United States Marine Corps aircraft. Without continued PBL support, the CASS & RTCASS systems would quickly degrade, thus impacting aircraft readiness to support the mission of our Warfighters.
THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.
