Description

DLA Distribution Corpus Christi, TX (DDCT) has a requirement to contract for Third-Party Logistics (3PL) Hazardous Material (HM) services  to perform the following: demand planning and forecasting, data management, order processing and fulfillment, procurement and purchasing, customer service, receipt, physical inventory management, storage, issue, Hazardous Material Distribution Support Center (HDSC) management; kitting, cart and locker management; delivery, local transportation HM tracking and environmental reporting for HM used by the customers at their maintenance activities and management of waste generator collection points (WGCP).  These requirements are in support of the Corpus Christi Army Depot (CCAD).

The incumbent contractor performing similar services for DDCT is Valiant Technical Services, Inc. under contract SP3300-18-C-5001.  This contract is currently set to expire August 26, 2023.

The acquisition includes a Performance Work Statement (PWS) that encompasses all 3PL HM service requirements to support DDCT and CCAD.   A draft PWS has been posted with this synopsis. 

This requirement is for a definitive contract with one base year and four, one-year option periods. The base year will include a four (4)-month phase-in period. The estimated period of performance dates for this requirement are shown below.

This acquisition will be unrestricted, full and open competition solicited utilizing FAR Part 15, Contracting by Negotiation, procedures. Proposals will be evaluated in accordance with FAR 15.101-1, Tradeoff process. It is anticipated that contract award will be made in April 2023.

The NAICS code and Size Standard are 493110 and $30 million, respectively. All documents related to this notice will be posted to the SAM.gov website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations.

The tentative timeframe for issuance of the Request for Proposal for the above stated requirement is early-mid April 2022. A pre-proposal conference and site visit will be scheduled, and instructions will be included within the solicitation.
