Description

Combined Synopsis Solicitation Amendment 1: Extend closing date. Pursuant to the authority at FAR 12.603(c)(2): (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number for this is stated in the posting and will be issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. (iv) The Government intends to solicit with a 100 percent Small Business Set-Aside. The associated NAICS code is 488390 with a small business size standard of 47 million dollars. (v) Line items are detailed as follows: LINE ITEM: Submarine Camels Overhaul DESCRIPTION: Overhaul and repair of submarine camels in accordance with the incorporate Performance Work Statement (PWS). EXTENDED DESCRIPTION: QTY: 2 UNIT OF ISSUE: Each (vi) This requirement is for repair and overhaul of two (2) Attack Seawolf-class submarine camels for Naval Submarine Base New London, Port Operations Department. (vii) FOB DESTINATION DELIVERY/POP: Period of Performance shall start 30 days after contract award date. The contractor shall complete the whole overhaul within 45 days after contract award. PLACE OF PERFORMANCE: Performance primarily at contractor facility. Per PWS, contractor transport from naval facility required. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition and is included in the attached clauses and provisions. Please see FAR 52.212-1 Addendum in attached Clauses and Provisions. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Products and Commercial Services, will be used and is included in the attached clauses and provisions The Government intends to award a contract to the responsible quoter whose quote represents the best value after the evaluation in accordance with the factors in the solicitation. Technical Approach, Past Performance, and Price will be evaluated. Please see FAR 52.212-2 Addendum in attached Clauses and Provisions. (x) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services - Alternate I, applies to this acquisition. Unless the Offeror has not completed the annual representations and certification electronically, the offeror shall complete paragraph (c) through (v) of this provision in the attached clauses and provisions. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Products and Commercial Services, applies to this acquisition and is included in the attached clauses and provisions. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Products and Commercial Services, applies to this acquisition and all the applicable FAR clauses cited with this requirement are included in the attached clauses and provisions. (xiii) All clauses and provisions applicable to this requirement are included in the attached Clauses and Provisions. (xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition. (xv) All offers are due by the date and time specified in this posting and shall be submitted via email to the POC email addresses stated in the Clauses and Provisions.
