Description

This Request for Proposals (RFP) provides the opportunity for any interested individual or organization, hereinafter referred to as “Offeror” to submit proposals to the National Park Service (NPS, ‘Lessor’) to lease NPS property, including a hotel, restaurant, 9-hole golf course, and associated outbuildings, at Delaware Water Gap National Recreation Area.  The selected offeror (Offeror, ‘you’, ‘your’) will have exclusive negotiation rights to enter into a Lease based on the attached Sample Lease (See Attachment A). Elements of your proposal may be incorporated into the Lease at Lessor’s discretion.


The historic Cliff Park Inn, restaurant, and nine-hole golf course (“Cliff Park”) is located at 155 Cliff Park Rd, Milford, Pennsylvania 18337. The three-story, twelve-guestroom hotel consists of 14,244 square feet of living, dining, and administrative space. Six guest rooms are located on the second floor and six guest rooms are located on the third floor. A two-room fine dining area, catering hall, and large commercial kitchen are located on the first floor. A reception area, golf pro shop, main salon, smaller parlor, both with fireplaces, and restroom are located on the first floor. A pub, storage space, locker rooms, and office space are located in the basement. A historic clubhouse and restroom building to the north of the inn are included.  The nine-hole, par 35 golf course sits on 45 acres of the 54-acre property and includes four outbuildings for maintenance and storage that support the operation of the golf course.  The lease has an option for additional land and buildings known as the “Buchanan House and Garage,” which the Offeror may include in their proposal. The Buchanan House is a sprawling ranch-style house with 7 bedrooms, 6 bathrooms, several common areas, and a four-car garage on 2 acres.

The Offeror may present a proposal for one of several options:
• The Cliff Park Inn, restaurant, nine-hole golf course with the four associated outbuildings, the clubhouse building, and the restroom building; or
• The Cliff Park Inn, restaurant, nine-hole golf course with the four associated outbuildings, the clubhouse building and restroom building, and the Buchanan House and Garage; or
• The nine-hole golf course with the four associated outbuildings. The clubhouse and restroom building can be included if desired.

Preference will be given to proposals that utilize the entire property.
Appendix A contains detailed descriptions and photos of the buildings included in the lease, as well as floorplans for Cliff Park Inn, the restaurant, and the clubhouse.  For all other necessary information please review the "Request for Proposals" in the attachment section.
