R410--Intent to Sole Source to a Veteran-owned Small Business In-Room Dining Service Consulting-Tomah

Under Statutory Authority Public Law 109 Sec. 502 and VAAR 819.7009, the Government anticipates entering into sole-source procurement negotiations with DONALD C. MILLER & ASSOCIATES, INC. a certified verified Veteran-owned small business (VOSB) for a contract regarding Consulting Services for In-room Dining at the Tomah VA Medical Center in Tomah, WI. Pursuant to 38 U.S.C 8127(b), COs may use other than competitive procedures to enter into a contract with a verified Service-disabled veteran-owned small business (SDVOSB) or Veteran-owned small business (VOSB) for procurements under the simplified acquisition threshold.  A determination that only one VOSB can meet the requirement is not required. This notice is not a request for competitive quotes.  The contracting officer's determination to make a sole source award is a business decision wholly within the discretion of the contracting officer.
