Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 2, 2023 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Stockton Community Based Outpatient Clinic (CBOC) in the VA Northern California Health Care System located in Stockton, CA. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Stockton Community Based Outpatient Clinic (CBOC) in the VA Northern California Health Care System located in Stockton, CA. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (12) twelve months. VA Palo Alto Health Care System (VAPAHCS) has received approval for a major construction project which will create expanded service opportunities for Veteran health care. This project will be transferred from VAPAHCS to VA Northern California Health Care System (VA NCHCS) in early FY2023. This project will facilitate construction of a new Outpatient Clinic in Stockton, California that features approximately 158,000 gross SF and 1,300 additional parking spaces. This project would replace the existing, undersized Stockton OPC as well as space which will be lost after deactivation of the Livermore OPC. This project will feature space for Physical Medicine and Rehabilitation, a Wellness Center, prosthetics, education, a pharmacy, a laboratory, radiology, business services, optics shop, primary care, specialty care (hematology, oncology, dermatology, cardiology, urology, pulmonary, ENT, GI, urology, podiatry, audiology, dental and eye). Clinical services to veterans will commence in February 2024. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Small Business Administration (SBA) as an SDVOSB (see https://veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about March 21, 2023. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be April 13, 2023. Solicitation initial posting date and the closing date are subject to change as necessary.
