Description

This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 

The solicitation is issued as Request for Quotes (RFQ) 246-22-Q-0100

Set Aside: 100% Total Small Business

Contractor shall provide a firm, fixed-price quote to provide Security Guard (Unarmed) and Surveillance Onsite Services for either the CLINTON Indian Health Center or the EL RENO Indian Health Center or both. There is a need for a Security Guard at both facilities. The Period of Performance is approximately one year from the Award Date. There will be two awards made, one for each facility.

Questions are due Thursday June 9, 2022 at 2PM CST. No phone inquiries will be accepted.

The closing date for receipt of quotes is June 17, 2022 at 2PM CST.  Offers shall be submitted to the Oklahoma City Area Indian Health Service, 701 Market Drive, Oklahoma City, Oklahoma 73114. The offer shall be addressed to Ronay English-Burns, Contract Specialist, showing the solicitation number, and your name and address.

CLAUSES INCORPORATED BY FULL TEXT: Please note that due to character limitation, full text of the Federal Acquisition Regulation (FAR) and Health and Human Services Acquisition Regulations (HHSAR) can be accessed on the Internet at http://www.aquisition.gov 

The provisions of 52.212-1, Instructions to Offerors-Commercial Items (Jan 2017), applies to this acquisition. In addition to the information required in FAR 52.212-1, Contractors shall provide the following: (1) Firm, fixed-price quote, (2) Specifications that are being quoted and (3) past-performance.  Award decision shall be based on lowest technical accepted price. Vendor is still required to meet all specifications in the Statement of Work.

STATEMENT OF WORK-SEE ATTACHEMENTS

  1. The provision at FAR 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition. The contract shall be awarded to the Lowest Priced Technically Acceptable (LPTA) offeror. The technical evaluation shall be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.
  2. The clause at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Feb 2021), applies to this acquisition. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov
  3. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Oct. 2018), applies to this acquisition. Additional FAR and HHSAR Clauses that are incorporated and can be found in the RFQ packet

EVALUATION CRITERIA:

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO PROVIDE A PROPOSAL CONTAINING:

  1. Firm, Fixed Price Quote
  2. Technical Specifications (submittals) of your proposal along with Country of Origin
  3. Verifiable relevant, (2) recent Past Performances that include similar experience in Security Guard Services similar in SOW. Include contracting organization, contract POC (phone number and email) and contract amount.

Proposals shall be evaluated on an acceptable/non-acceptable basis.

Evaluation shall proceed as follows:

  1. Quotes shall be ranked by price, from low to high
  2. Quotes shall then be evaluated for technical acceptability and past-performances beginning with the lowest priced quote
  3. This process shall proceed until a technical acceptable quote is identified

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO MEET THE REQUIREMENTS IN THE STATEMENT OF WORK

CONTRACT AWARD SHALL BE MADE TO THE RESPONSIBLE, RESPONSIVE OFFEROR PROVIDING THE LOWEST REASONABLE PRICE, MEETING ALL TECHNICAL SPECIFICATIONS AND PAST-PERFORMANCES.

The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.

**Please note that potential awardees will be required to pass a background investigation from the IHS Human Resource Department.  This process may take up to two weeks **
