Intent to Sole Source - Linen & Laundry Services

NOTICE OF INTENT TO SOLE SOURCE

The U.S. Army Health Contracting Activity/ Medical Readiness Contracting Office – West at JBSA-Fort Sam Houston, TX intends to award a single sole source service purchase order to provide linen and laundry services on a SOLE SOURCE basis for the Department of Environmental Health at Reynolds Army Health Clinic (RAHC) at Fort Sill, OK.

Period of Performance: Base: 01 October 2023 – 30 September 2024 with one (1) twelve-month option year.

The proposed contract number will be awarded on a sole source Firm-Fixed Price (FFP) action to:

Description of Services or Supplies: Linen and laundry services to be provided for the launder, pickup, and drop-off of RAHC clinical linen textiles. See attached draft Performance Work Statement.

RAHC hours of operation are 7:30 AM to 4:00PM.  Items shall be picked up and delivered between 8:00AM and 10:00AM daily Monday/Wednesday/Friday except for federal holidays.  For example, items picked up at 0930 on Monday shall be delivered by 0900 on Wednesday. Laundry shall be processed every other workday.

All laundered items will be placed in shrink wrapped bundles to include the following items:

1. Pillowcases – 25
2. Sheets – 10
3. Hand Towels – 25
4. Bath Towels – 10
5. Scrub Shirts – 10
6. Scrub Trousers - 10

Contractor will ensure physician and laboratory coats are returned.  Contractors will workload data is reported and submitted monthly.

This sole source requirement is issued under the statutory authority of FAR 13.106-1(b)(1)(i): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
