NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government’s intent to award a 4.5-month, Firm-Fixed-Price Bridge Contract, on a noncompetitive basis to Northrop Grumman (NG), (CAGE 5FVX5).This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Army Contracting Command-Orlando (ACC-ORL) has identified a need to award a sole source, fixed price contract to NG, (CAGE 5FVX5), to continue to perform III Corps MTC TSS. The current III Corps Mission Training Complex Capabilities Support (MTCCS) Task Order expires 22 AUG 23. The contemplated sole source contract will include a limited performance period of five (4.5) months, commencing 23 AUG 2023 – 07 JAN 2024, ensuring continuation of mission command (MC) training at the III Corps Hub and Spoke Mission Training Complexes (MTCs). Services performed under this sole source contract will include the continuation of non-personal services to support the Hub MTC to units stationed at and supported by Fort Hood, Texas and designated spoke sites Mission Training Complexes (MTC) at Forts Carson, Riley, Bliss, and Sill.

No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC) training, by the expiration of the current III Corps Task Order performance period (22 AUG 23).  Award to anyone other than the incumbent contractor (NG) would result in a significant break in service.  Award of this limited Bridge Contract will ensure ample time for the Government team to complete source selection activities and execute award of the MTCCS II Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract (MAC), projected for award in 3rd Qtr. FY23.

This is not a request for competitive quotes.  The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1.  Any interested firms must identity their interest and capability to respond to the requirement no later than five (5) business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Please respond by 28 JULY 2023 at 1400 hours Eastern Standard Time (EST). Your response must include your stated TECHNICAL KNOWLEDGE OF AND EXPERIENCE WITH mission command (MC) training and information to demonstrate the Contractor’s ability to complete Phase-In activities and commence full performance by the end of the current III Corps task order (22 AUG 2023).  Send your response to Daniel Steinhauer via email, daniel.j.steinhauer.civ@army.mil with a courtesy copy to Carly Haning via carly.j.haning.civ@army.mil.  All responding contractors must be registered to the System for Award Management (SAM).
