2023 Keesler AFB Packing and Crating Services Synopsis (Sole Source)

This new Packing and Crating requirement will result in the purchase of services for all personnel, equipment, facilities, supplies, services, and materials, except as specified as government-furnished in the Performance Work Statement (PWS), for the preparation of the personal property of KAFB  DoD personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). The requirement contains two schedules, Schedule I for outbound services and Schedule II for inbound services. Tasks included in each type of move (schedule) encompass, but are not limited to, a premove survey, weighing, time requirements, preparation, packing, loading, and containerization, tagging, preparing inventory and packing list, appliance servicing and unservicing, containers and vehicles, marking exterior shipping containers, storage, facilities, cargo insurance, DPM delivery, unloading, and unpacking, and claims.
 
The services being procured will serve DoD personnel in 6 Mississippi counties providing HHG delivery and unpacking services. Area I counties in this requirement include George, Hancock, Harrison, Jackson, Pearl River, and Stone counties in Mississippi.

The 81st Contracting Squadron, Keesler Air Force Base (AFB), intends to award a sole-source contract to Ace Moving & Storage Co. Inc.; to provide Packing and Crating services for Schedules I and II to Keesler AFB, 39534. The applicable NAICS for this acquisition is 488991 and the size standard is $34 million. The PSC for this action is V003. This acquisition will be solicited as a commercial service utilizing FAR 12 procedures. The government anticipates award of a Firm-Fixed-Price contract as result of soliciting and negotiating with only one source under the authority of FAR 6.302-1. The period of performance is estimated to be 1 July 2023 to 30 Jun 2025, for a total performance period not to exceed 30 months.

Interested persons may express their interest and capability in response to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals offered must be received on or before the offer due date specified on this notice. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will typically be considered solely for the purpose of determining whether to conduct a competitive procurement.
