Description

The U.S. Army Corps of Engineers, New England District will be issuing an Unrestricted  Invitation for Bids (IFB) procurement for maintenance dredging of the Scarborough River Federal Navigation Project (FNP) located in Scarborough, ME. The NAICS code for the work is 237990 (size standard of $37M). Construction is expected to take approximately 3 to 4 months to complete. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. Any responsible source meeting this standard may submit a bid to be considered by the New England District.

The proposed work consists of hydraulically dredging approximately 111,000 cubic yards (cy) of sandy material from the 8-foot entrance channel, 6-foot inner channel, and 6-foot anchorage (below Mean Lower Low Water) and placing the material on Western Beach.  Sandy shoal material dredged from the project will be pumped approximately 6,000 ft to Western Beach which is just north of the 8-foot entrance channel in Scarborough, ME. Of the 111,000 cy project total approximately 76,000 cy is required dredging with the remaining 35,000 cy considered 1-foot of allowable overdepth to bring the project back to its authorized dimensions. The work in this area will require significant coordination around the tide as the Scarborough River sees tide ranges as high as 10+ feet during normal tide cycles.   Dredging and disposal operations will be performed between November 1, 2023 and March 1, 2024 to meet environmental time of year (TOY) restrictions.

In order to accomplish all dredging requirements within the specified dredging window it is expected that the Contractor will need to meet a production rate of 30,000 CY per 30 calendar days. Environmental coordination and permitting has been completed by the U.S. Army of Engineers, New England District.

This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about late-May 2022.  Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online. In order to download the solicitation, offerors must access the System of Award Management website (https://sam.gov/).
