Description
*** THIS IS A REQUEST FOR QUOTE UNDER SIMPLIFIED ACQUISITION PROCEDURES ***
The United States Department of Agriculture (USDA) Farm Production and Conservation - Acquisition
Division intends to issue a Request for Quotes(RFQ) in accordance with FAR Part 13 on behalf of the
USDA - Natural Resource Conservation Service (NRCS) Idaho State Office for work to be performed
near Weippe, Idaho.
The USDA-NRCS is conducting fence repair near Weippe, ID. The fencing surrounding the Chapman
WRP was originally installed in 2014 as an all t-post, barbed wire fence. Due to soft or saturated
ground, those original t-posts have sunk, lowering the fence height to where cows can easily access
the easement. Wood posts were added at a later date in between the sinking t-posts in an effort to
keep the wire high enough to preclude cattle. The t-posts continued to sink, dragging down the wire in
between the wood posts. Additionally, there are stream channels that enter and exist both the north
and south parcels. The original fence strung across the channels allowed cattle to move in and out of
the easement.
An organized site visit has been scheduled for Monday, August 29, 2022 at 10:00 A.M. Local Time.
The site is located at 8277 Musselshell Rd, Weippe, ID 83553. The coordinates are 46.375478,
-115.790143.
Interested contractors must be registered in and must complete the annual representations and
certifications electronically via the System for Award Management (SAM) at http://www.sam.gov
in order to be eligible for award. This opportunity will be a Total Small Business set-aside.
The full solicitation package including construction drawings, specifications,and wage rates will be
posted and available from this website on or after August 24, 2022.
A firm fixed price construction contract is anticipated under Simplified Acquisition Procedures in FAR
Part 13.
Payment Bond (SF-25A), Irrevocable Letter of Credit (ILC), or a Tripartite Escrow Agreement in the
amount of 100% of the project cost will be required within 10 calendar days of award of the contract.
The anticipated period of performance for this project is 105 calendar days from the date the
contractor receives the Notice to Proceed (NTP).
In accordance with FAR 36.204, the estimated magnitude of the project is between $100,000 and
$250,000.
The NAICS code for this solicitation is 238990, All Other Specialty Trade Contractors. The Small Business Size Standard for this NAICS is $16.5M.
