2nd Notice Airborne Instrumentation Modular Data Recorder (MDR) system hardware and associated repair services

This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from the incumbent Safran Data Systems, Inc. 3005 Business Park Drive, Norcross, GA 30071 for the supply of Airborne Instrumentation Modular Data Recorder (MDR) system hardware and associated repair services. This requirement includes the procurement of new Safran Modular Data Recorder (MDR) units and associated components, and repair services, field services, and the technical support of MDR units procured under this contract and also for previously procured legacy Zodiac MDR hardware for the Naval Test Wing Atlantic (NTWL) at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD.  This is a follow-on contract with Safran Data Systems, Inc. who is the only known qualified and responsible source in support of the Special Flight Test Instrumentation Pool (SFTIP) under the Prototyping Instrumentation and Experimentation (PIE) Department, Airborne Instrumentation Division  at NAWCAD.  Safran Data Systems, Inc. is the sole manufacturer and seller of Safran MDR hardware that is currently in use by the NAVAIR Special Flight Test Instrumentation Pool (SFTIP).  Equipment available through other manufacturers is neither electrically or mechanically compatible with the existing Safran hardware in use, which must be completely compatible in order to work as part of an integrated instrumentation system. The Government intends to negotiate on a sole source basis with Safran Data Systems, Inc., under the authority for other than full and open competition, Title 10, U.S. Code, Section 2304(c)(1) and implemented via Federal Acquisition Regulations Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency’s requirement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted.
