NOTICE OF INTENT TO AWARD A SOLE SOURCE
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

The FWS LODI FISH AND WILDL OFC intends to award a sole source purchase order to InnovaSea Marine Systems Canada Inc to furnish: The Lodi US Fish and Wildlife Service Office(LFWO), 850 South Guild Ave Suite 105 Lodi, CA 95240, has a required need for Acoustic Receivers(VR2W) and Acoustic Tags(V16-4x-A69-9001; Rounded Case). These items will be used to track White Sturgeon in the San Joaquin River Basin. Items need to be delivered to the LFWO White Sturgeon Telemetry(WST) Project prior to the end the the 2023 Fiscal Year.

The VR2W Acoustic Receivers is the cheapest of these proprietary 69kHz acoustic receiver models manufactured by innovasea but still meets the needs for our study. They can detect all of the 101 white surgeon that were previously tagged with V16-4x Acoustic tags for this project and are compatible with the other 30 VR2W acoustic receivers that are already owned by USFWS and used for this project. These V16-4x acoustic tags are needed because they can be detected by the 30 VR2W acoustic receivers that USFWS owns and uses for this project, they last 3,650 hours when they are programmed at a ; Power L; Random Delay: 50 to 130 seconds Loop back to step 1, and only weigh 24 grams (10.3 grams in water) to be less than 5% tag burden for the fish that well be tagging. They should also have a 16mm diameter with a length of 68mm.

Salient Characteristics: Acoustic receiver need to be able to detect 69 kHz tags, store up to 1.6 million detections (16 Mbytes), be waterproof, and have a 15 month battery life. For the acoustic tags they need to have a battery life of 3,650, hours when programed at ; Power L; Random Delay: 50 to 130 seconds Loop back to step 1, only weigh 24 grams (10.3 grams in water) to be less than 5% tag burden, and be 16mm in diameter with a length of 68mm.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:
Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.
Interested parties may identify their interests and capability to respond to this requirement within three (3) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
