Requirement is for up to 250 fuel cards (subject to change) for the purchase of Gasoline, Premium, Unleaded (ULG) gasoline, Diesel Fuel (SFD), and Diesel Exhaust Fluid (DEF)(AdBlue) from fueling stations within Belgium. The fuel cards will also be available for use in Belgium, the Netherlands, Luxemburg, and Germany. For identification purposes these cards will be referenced as “Tax-Free Fuel Cards,” although only a finite quantity of fuel will be eligible for tax-free dispensation. Any potential provider must have the ability to separate charges for tax-free fuel and any fuel exceeding the tax-free fuel limit on the same billing monthly.

The provider must ensure acceptance of the offered fuel card at service stations within the 50 km of the following duty station areas (in order of priority) Brussels, Mons, Liege, Florennes, Charleroi, Namur, Ghent, Bastogne, Grobbendonck, Zutendaal, Leroeulx, Antwerp, Bertrix, and Genk. It is preferred that any provider shall be experienced in providing this capability and have functioning processes already in existence and currently in use. Each service station should be identified as Self-Serve or Full Service in the proposal and the discounts on pump prices should reflect the difference in price per liter as well (if any). Only fuel purchases will be applied to the fuel cards.
