Notice of intent- Law Manager maintenance and support

The Department of Justice, Office of the Inspector General, Acquisitions, intends to issue a purchase order on a non-competitive basis to Law Manager, Inc. for Law Manager Studio, Law Manager Server, Law Manager Pro and DMS Integration maintenance and support.

This brand name, sole source action is authorized under FAR subpart 13.106-1(b)- soliciting from one source if the contracting officer determines that the circumstances of this contract action deems only one source reasonably available.

The OIG already purchased these perpetual licenses in 2005 and just require annual maintenance and support to receive updates, certain upgrades and support/enhancements. This is Law Manager, Inc.’s proprietary software which was heavily customized by this vendor to develop the Investigations Division (INV) sensitive case tracking database system (IDMS). No other vendor can offer support or upgrades to the software as it exists because only this vendor has access to the full programming code, as customized.

This is not a request for quotes, proposals or capability statements. No solicitation will be posted as a result of this notice. This Special Notice is being issued for informational purposes only. The Limited Source Justification & Approval for this action is provided.
