Description

This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program.  The Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD) is conducting a Sources Sought to assess the ability of the market to provide a primary occupational dosimetry system that is capable of meeting the Navy's Physical, Radiological, and Environmental requirements.  The responses to this information request will inform stakeholders of the suitability of an active/passive dosimeter as the replacement for the current DT-702 TLD.

The government previously issued a Sources Sought for this ancticipated effort on 11 June 2021 (N00167-21-NODS).  The purpose for issuing this new Sources Sought is to provide more detailed information to interested parties regarding the parameters and quantities of the requested hardware and software.  By providing this updated information, the Government expects to receive a more accurate Rough Order of Magnitude (ROM) from the interested parties that also incorporates increased costs due to the current state of rising inflation.

The Government has provided an outline of the work anticipated to be completed under the expected NODS procurement as an attachment to this sources sought document.  The anticipated single award contract type will be firm-fixed price (FFP) for the dosimeters and Cost Plus Fixed Fee (CPFF) for the software.  This single award contract will have an expected Period of Performance (PoP) of 5 years, inclusive of all option years.

The intent of this notice is to inform industry of the Government's intended acquisition strategy; solicit feedback and potential interest from large and small business concerns; and survey the capabilities of large and small business entities to satisfy the Government's requirement.

Notice Regarding Sources Sought: Please note that this sources sought is for informational purposes and to identify potential sources.  This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government of any kind.  The Government reserves the right to modify the draft SOW, as deemed necessary, in response to feedback received from this notice.  Completed questionnaires and capability statements of intereseted parties shall be submitted via email to the primary point of contact listed in this sources sought posting by the "Original Response Date" in the general information section.

Other: The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests.  All industry comments, questions, and responses to the market research questionnaire received from entities indicating interest and demonstrating capability to perform will be used to make future decisions regarding this effort and to assess small business capabilities and set-aside determinations in accordance with FAR Part 19 - Small Business Programs.  Respondent(s) will NOT be notified of the results of the evaluation(s).  All information received will be considered confidential and will not be disseminated to the public.
