The Department of Homeland Security (DHS), Federal Protective Service (FPS) is soliciting one quote from Fair and Impartial Policing, LLC for Fair and Impartial Policing Training—a modern science of law enforcement bias which trains officers on the effect of implicit bias and provides the information and skills needed to reduce and manage their biases. The program not only focuses on racial/ethnic bias, but biases based on other factors, such as gender, sexual orientation, religion, socioeconomic status, etc. In addition, the program teaches how biases manifest and is fully consistent with the law enforcement profession’s commitment to evidence-based practice and action planning.  The aforementioned commercial services shall be secured through a streamlined solicitation as outlined under FAR 12.603.  As such the following synopsis information as required under FAR 5.207 is being provided:

(11)    Description: Solicitation 70RFP322QEH000021 shall procure Fair and Impartial Policing Training in accordance with the attached Statement of Work (SOW).  DHS/FPS intends to award a Firm Fixed Price, Commercial Type Purchase Order in response to Request for Quote (RFQ) 70RFP322QEH000021. This requirement is not being competed.  See attached sole source justification being posted in accordance with FAR 13.106.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are only being requested from a single source and a written solicitation is hereby included.
 
A complete description of the requirements briefly described herein, to include the Specification(s), terms and conditions, provisions, clauses and associated attachments are all included in the formal Request for Quote (RFQ) 70RFP322QEH000021 attached to this synopsis/solicitation announcement.

While being issued on a sole source basis, the Government will still conduct a thorough price analysis to ensure the price received is fair and reasonable.

Quotations are due no later than 10:00 A.M. ET on 09/26/2022 and shall be submitted electronically to the Contracting Officer, Nicholas Milillo, at nicholas.milillo@fps.dhs.gov. Facsimile proposals are not permitted and will be disregarded if received.
