Description

U.S. Customs and Border Protection (CBP) has a requirement to establish, in FY25, a five-year ordering period Blanket Purchase Agreement (BPA) for charter flight services to move Non-Citizen Migrant (NCM) personnel, primarily in the Southwest Border region but potentially anywhere within the Continental United States and its territories and possessions.  Only Charter Flight Contractors who currently have a GSA Federal Supply Contract on Schedule 481211B “Air Charter Services – Owner Operated” and Schedule 481210 “Air Charter Services – Brokers” will be considered for this requirement.

CBP will hold a Teams based virtual Industry Conference on August 8, 2024 from 1:00 – 3:00 EST.  The purpose of the Conference is to present a general overview of the charter flight services requirement, the basis for selection and award, and a notional timeline.  The time from 1:00 – 2:00 EST will be used primarily for a Government presentation of the background of the requirement, current experience with previously awarded contracts and both firm and notional BPA requirements.  The time from 2:00 – 3:00 EST will be used primarily for two-way questions and answers and discussions.  The goal of the Conference is to inform qualified Contractors of the Government’s requirement and to allow for an opportunity for changes and improvements in the requirement based upon Contract questions, answers and discussions.

Registration must occur on or before August 2, 2024.  CBP will provide an agenda and synopsis of the requirement to qualified vendors who register for the Conference, using Attachment A, to provide relevant company and POC information.  Only vendors who preregister for the Conference will be admitted into the Teams virtual meeting.  Attachment A, when completed, should be sent by email to Peter Smingler at peter.g.smingler@cbp.dhs.gov.
