Description

PROFESSIONAL ENVIRONMENTAL, HISTORICAL, SUSTAINMENT AND RELATED SUPPORT SERVICES THE DEPARTMENT OF VETERANS AFFAIRS (VA), OFFICE OF CONSTRUCTION AND FACILITIES MANAGEMENT (CFM)


The Interior Business Center (IBC), Acquisition Services Directorate (AQD), in support of the Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) is issuing a request for proposals for professional, environmental, historical, sustainment, and related support services for a five-year ordering period. The services consist of advice and assistance on environmental issues, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials; endangered species, storm water pollution prevention, spill control and countermeasures, wetland, watershed, and other natural resource management plans; archaeological and/or cultural resource management plans. This includes identifying problems (e.g., inspect buildings for hazardous materials), measuring and evaluating risks, and recommending solutions. Due to the complex environmental issues, a multi-disciplined staff will be comprised of scientists, engineers, and other technicians with expertise in areas such as air and water quality, asbestos contamination, remediation, and ecological restoration. Environmental law is also required which include Planning and Documentation Services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as executive orders in areas of chemical, radiological, and/or hazardous materials; ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA). The anticipated issue date of the solicitation is January 14, 2025, with a projected closing date of February 13, 2025. It is a requirement that the successful awardee be registered in the System for Award Management (SAM). This solicitation is set-aside 100 percent for participation by Service-disabled Veteran Owned Small Business (SDVOSB) concerns under NAICS code 541620 which has a small business size standard of $19M.
