PERFORMANCE WORK STATEMENT AND OTHER DATA ARE NOT AVAILABLE AT THIS TIME; THEREFORE, NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE.
The U.S. Army Corps of Engineers – New Orleans District is issuing a Pre-Solicitation Notice for Security Guard Services.
This requirement will be issued as a Competitive 8(a) set-aside under request for proposal W912P823R0101.
It is being procured as a firm fixed price under FAR part 12, Acquisition of Commercial Items, and FAR part 15, Contracting by Negotiating. The designated NAICS code is 561612, with a small business size standard of $29.0 Million.
The contractor shall furnish all necessary labor, supervision, other items and services necessary to satisfactorily perform security guard services as defined in this PWS at the designated facilities within the Mississippi Valley New Orleans District (MVN) boundaries or area of responsibility (AOR). MVN’s AOR includes the New Orleans District Headquarters Campus which covers seven (7) acres and includes the following buildings: MVN-HQ building, Mailroom, Shops building and Warehouse, located at 7400 Leake Ave., New Orleans, Louisiana; and Inner Harbor Navigation Canal (IHNC) Lock, located 4635 Urquhart St., New Orleans, Louisiana.
Contract will be for a period of five (5) years, six (6) months (1 Base period with 5 option periods). Base period services shall be for a one-year period upon award for 12 months, unless earlier terminated. If the option is exercised, the term of the Contract will be extended on a period-by-period basis and in accordance with the provisions of this contract.
The solicitation will be issued on or about 13 SEP 2023, and a due date for quotes will be established in the solicitation. The instructions and closing date and time for submission of quotes will be contained in the solicitation notice and
package. The solicitation is expected to be issued on or about 13 SEP 2023, on SAM.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on SAM.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the SAM.gov web site. Prospective contractors who would like their company name included on the IVL list may do so on the sam.gov website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for .pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration’s Subnet, at http://web.sba.gov/subnet. Offerors must be registered with System Award Management (SAM), in order to receive a Government contract award. If an offeror is not registered with SAM, it must register online at www.sam.gov.
