Description
National Aeronautics and Space Administration (NASA)/Marshall Space Flight Center (MSFC) is seeking to develop additional tools and capabilities to provide Near Real Time (NRT) data products associated with the Tropospheric Emissions: Monitoring of Pollution (TEMPO) mission. The need for these capabilities was identified via the FY2020 Satellite Needs Working Group (SNWG) survey to the United States (US) Civil-Federal agencies to determine agency satellite Earth observing needs. The new tools and capabilities are expected to provide significant benefits to the Environmental Protection Agency (EPA), National Oceanic and Atmospheric Administration (NOAA), and several other federal agencies to assist in air quality forecasting, modeling efforts and to develop better pollution control strategies.
National Aeronautics and Space Administration (NASA/MSFC) is seeking to procure these Near Real Time capabilities through a sole source contract with the Smithsonian Astrophysical Observatory (SAO), pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(I) for acquisition of supplies and services from only one source and no other supplies or services will satisfy agency requirement in accordance with FAR 6.302-1 (a)(2)(iii), services may be deemed to be available only from the original source for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the Agency’s requirements. This authority is based on two agreements: (1) the Consent Order for Corrective Action (COCA) executed on August 16, 2007, and (2) the Administrative Order on Consent for Remedial Action (AOCOCA) executed on December 6, 2010.
The Government does not intend to acquire a commercial item using FAR Part 12.
