Description

Naval Undersea Warfare Center, Division (NUWCDIVNPT), Code 8541 requires outboard cables as an urgent and compelling requirement. AN/WSQ-9 outboard cables are routed through submarine ballast tanks, which connect the inboard signal analysis system to the outboard sensors. When submarines undergo routine maintenance in their ballast tanks, all AN/WSQ-9 outboard cables are removed. When the routine maintenance is completed, new AN/WSQ-9 cables are reinstalled. If new AN/WSQ-9 outboard cables are not available at the time of the maintenance availability, than outboard cables will not be installed on the submarine platform. Support for a total of twelve (12) pulse power cables is required because if the cables are not installed, than the AN/WSQ-9 system will be inoperable and provide no value to the operators. This in turn creates the risk of the program not meeting operational Key Performance Parameters (KPPs).


NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to TE Connectivity ("TE") (CAGE Code: 11139) or L-3 Harris ("L-3") (CAGE Code: 34246) under the authority of FAR 6.302. Neither are small businesses, under the relevant NAICS Code 334511. Logical is the manufacturer of these boards, and is the only source capable of updating the onsolete boards to the newer versions. The urgent time sensitive nature of this requirement, there is no time margin to go through the lengthy process of getting a new contractor certified to fabricate AN/WSQ-9 outboard cables.

The Delivery Date for these boards will be NTL 10/30/2022. 


Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841).


This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures. 


This requirement is an other than full and open competition, sole source procurement as concurred with by the  
NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 334511; the size standard is 1,250 employees.

This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must obtain complete product information and prices (to include labor categories and hours proposed, and any material or other direct costs).
