Notice of Intent to Acquire Using other than Full and Open Competition

The Transportation Security Administration (TSA), Contracting and Procurement {C&P), and Requirements Capabilities and Analysis (RCA) intends to contract using other than full and open competition to obtain Bulk Resolution Technology (BRT) development. Accordingly, the TSA intends to award a sole-source contract to Agilent Technologies, Inc., 2850 Centreville Road, Wilmington, DE 19808. This contract will address requirements of the RCA office to further develop and test BRT to fulfill current mission needs.

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3. Interested persons may identify their interest and capability to respond to the requirement or submit proposals, within 15 days of posting this Notice of Intent. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
