Description

Title:  VC-25A Pilot and Flight Engineer Training

Notice Type:  Special Notice - Synopsis

Synopsis:  The 763 Enterprise Sourcing Squadron (ESS) at Scott AFB, Illinois, is announcing its intent to solicit a sole source proposal under Request for Proposal (RFP) FA4452-22-R-VC25 to Atlas Air, Inc., 2000 Westchester Ave. Purchase, NY 10577-2530.  This solicitation will serve to acquire B747-200 Initial Qualification Pilot and Flight Engineer Training, B747-200 Refresher Pilot and Flight Engineer Training, B747-200 simulator time, and B747-400 simulator time.  Training shall be conducted at the contractor’s facility in a Federal Aviation Administration (FAA) approved training center by FAA approved instructors, as defined in the Performance Work Statement (PWS). 

As a result of the RFP, 763 ESS/PKA intends to issue a new, Firm Fixed Price (FFP), Requirements contract to Atlas Air Inc. for VC-25A (Air Force One/AF1) Pilot and Flight Engineer (FE) Simulator Training under the authority AFFARS 5313.501 – 10 U.S.C. 2302b.  Atlas Air is the only responsible source and no other supplies or services will satisfy all of the agency requirements.  The North American Industry Classification System (NAICS) Code is 611512 –Flight Training: This U.S. industry comprises establishments primarily engaged in offering aviation and flight training.  These establishments may offer vocational training, recreational training, or both.  The Product Service Code (PCS) is U099, Education/Training.  This is not a request for competitive proposals. Solicitation packages are not available.  Responses received in relation to this notice will be reviewed; however, ultimate determination regarding this sole source procurement rests with the Contracting Officer.  Responses must be received by the Contracting Officer POC (listed below) on or before 07 February 2022 at 12:00 PM CST.
