Solicitation N00421-24-Q-0002 is issued as a competitive procurement.  The Government intends to purchase on a firm fixed-price basis, and to solicit and award the proposed purchase order equipment rack weldment in support of the AN/UPX-46 Interrogator System project

per Naval Air Warfare Center Aircraft Division (NAWCAD) drawing 55840 rev C. specifications (see RFQ) under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and FAR Part 13. 

Offerors must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract.  This may be accomplished electronically at http://www.sam.gov.

SPECIFIC AUTHORITY, 19 APRIL 2018. OTHER REQUESTS FOR THIS DOCUMENT SHALL BE

REFERRED TO NAWCAD ST. INIGOES, MD, CODE 4.11.7.

The Technical Data related to this solicitation contains information that is export controlled, US export

control laws and regulations are applicable; therefore, only those companies that have completed DD Form

2345 and are certified under the Joint Certification Program (JCP) in an active status are authorized to

receive the package. Information about the JCP is located at http://www.dlis.dla.mil.

Prior to release of any control document under this solicitation/RFQ any U.S. contractor must acknowledge

its responsibilities under U.S. export control laws and regulations and agree that it will not disseminate any

export controlled technical data subject to this requirement in a manner that would violate applicable export

control laws and regulation.

Offers must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law.  Please complete certification and provide with your offer

All items must be TAA Compliant.

This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability.  Your quote will only be evaluated on the information you provide. This is a small business set-aside.

***Basis for Award***

All interested parties MUST submit a quote no later than 11:59 P.M EST 12 October 2023. Award will be made to the vendor that submits the lowest, aggregate, firm fixed-price quote.  The Government will not pay for any information received.
