Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) located in Champaign, IL, has a requirement to establish a five (5) year master Blanket Purchasing Agreement (BPA) to provide timely maintenance, repair, and routine calibration for a one-of-a-kind turnkey system consisting of a shake table, load frames, hydraulic power supply, and control electronics at its TESS (Tri-axial Earthquake and Shock Simulator) facility.
ERDC-CERL intends to award this BPA on a sole source basis to MTS Systems Corporation in accordance with FAR 13.106-1(b)(2).
Since this is a one-of-a-kind system, this requirement should be considered as a follow-on requirement effort. This system was built and maintained by MTS Systems, Corporation. Due to the proprietary knowledge of the systems all parts and services for this system that can only be obtained directly from the system manufacturer. Furthermore, MTS is the only source capable of providing trained, qualified, expert field service personnel and consulting experts to meet this requirement while maintaining service coverage for the equipment for future usage.
This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered; however, there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation. A determination by the Government not to compete this requirement based upon submitted responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
