Enterprise Data Acquisition System Reporting and Maintenance

Notice of Intent to Issue a Sole Source Contract for Enterprise Data Acquisition System Reporting and Maintenance at the Heading Operations and Transmission District, located in Washington, DC.

This notice of intent is not a request for competitive proposals. However, GSA will consider any bids, proposals, quotations, or capability statements. Any response shall be submitted via e-mail to Jose Nativisegovia, Contracting Officer at jose.nativisegovia@gsa.gov NO LATER THAN Friday, May 13, at 12 PM (EDT). The agency will consider any such submission.

The General Services Administration (GSA), Public Buildings Service (PBS), Region 11, has identified a need for a contract for the provision of the following services related to utility data:

• Monthly customized reporting
• Operations and Maintenance (O&M) of the metering data’s interface to GSA’s Billing and Accounts Receivable (BAAR) monthly billing system, supporting file generation, auditing, and submission
• Maintenance support for GSA-owned Telog-brand Enterprise Data Collection System
• Maintenance and software updates to GSA-owned servers
• Maintenance of the Telog Web Module to ensure ease of use
• Maintenance of the internal Telog Web Module website for access to real time steam and chilled water data

The following is also required to ensure successful and uninterrupted billing:

• Off-site programming, hardware troubleshooting, IT security networking support and maintenance not to exceed four hundred eighty (480) hours per annum.
• Adherence to the monthly billing schedule to ensure continuity of services.
• Planning, delivery, and implementation of product upgrades
• Tuning assistance to ensure database quality
• Providing Tier 2 and Tier 3 technical support

The current Reporting and Maintenance contract expires on May 31, 2022.  The incumbent contractor is currently mobilized at the site and is intimately familiar with the work to be performed, and does so with proprietary software. A short-term action with the incumbent contractor would be in the best interest of the Government to avoid a potential lapse in these critical services while GSA develops a larger, campus-wide service contract which incorporates these requirements.

GSA intends to issue a sole source contract in accordance with FAR 6.302-1 for a one-year base period, with an option for one one-year option period. The contract work will be performed at the Heading Operations and Transmission District, located at 325 13th St SW, Washington, DC 20024.  The intended source will be the LifeSpring Resources, Inc
