This is a SOURCES SOUGHT NOTICE ONLY.  This is NOT a solicitation for quotes, proposals, or bids.  The U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.  This sources sought notice does not obligate the Government to award a contract.  This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.  However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE).  It is the responsibility of potential offerors to monitor the Government Wide Point of Entry for additional information pertaining to this requirement.

The USDA-ARS, Poultry Production and Product Safety Research Unit (PPPSRU) location in Fayetteville, AR has a requirement seeking contractor to provide (1) Low-Energy Electron Beam System (EBLab 200) in strict accordance with attached Specifications.  The Unit provided must meet the following specifications to meet location’s research needs:

  1. A self-shielded Low-Energy electron beam generator
  2. Operates at the voltage ranging from 80 to 200 kV
  3. Produces energies up to 200 keV with a maximum Emitter Power of 2.25 kW
  4. Produces a maximum beam current of 20 mA
  5. Processes a sample size of 8.25 inches x 11.7 inches
  6. Adjustable tray for sample height

The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of firms to provide the requested item in strict accordance as described in the attached Specifications.  Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition.  Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) phone, fax and email; (e ) Unique Entity ID; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement and; (I) any GSA Schedule numbers.  ARS will accept responses from ALL vendors in order to gain a more complete understanding of the market for these services.

Deadline to respond to this notice is Friday, June 17, 2022, no later than 2:00 p.m. Central Time.  Telephone inquiries will not be accepted.  Interested firms are instructed to submit written responses to Monte Jordan by e-mail to monte.jordan@usda.gov.  NO HARD COPY OR FACSIMILE SUBMISSION WILL BE ACCEPTED.  No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information provided.  All interested sources must respond to future solicitation announcements separately from responses to this market survey.
