ECP-I-EMALS-0053 PSB Gen3 NRE

Naval Air Systems Command (NAVAIR) awarded a Delivery Order (DO) under Basic Ordering Agreement (BOA), N00019-21-G-0014 to General Atomics (GA), San Diego, California (CA) for the procurement of Generation 3 Position Block Sensors (PSB) non-recurring (NRE) design, test, and CVN78 production in accordance with ECP-I-EMALS-0053R1.
GA is the sole designer, developer, and manufacturer of the EMALS. GA is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy’s operational requirements. Accordingly, GA is the only known qualified, responsible source that can fulfill the requirements specified herein. The awarded Order is for the supplies or services for which the Government solicited and negotiated with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
