Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quotation prepared in accordance with Federal Acquisition Circular 2022-04. This procurement is a Total Small Business Set aside under NAICS code 115310, size standard 8.0 million.
The USDA Rocky Mountain research station has a need for field-based vegetation sampling of forested and non-forested condition inventory plots in Arizona. It includes, but is not limited to locating, monumenting, and photographing plots and conducting inventories of trees, shrubs, forbs, grass, collecting tree cores, and setting characteristics using a variety of protocols in the RMRS FIA P2 Field Procedures (see Attachment 2).
The work performed and the data collected shall be in compliance with the terms, specifications, conditions and provisions of this solicitation and the RMRS FIA P2 Field Procedures (see Attachment 2), or the most current version of this manual prior to data collection. The guide specifies the procedures and definitions for field implementation unless modified by this contract. Plot photos are required to be taken at each location and consist of 4 digital photographs taken in the cardinal directions (north, south, east and west) from plot center.
