Commercial fishing vessels will need an additional USCG inspection based on the SOW prior to clearance. Vessels licensed to carry passengers, and documented research vessels are exempt from the USCG additional inspection criteria, but still need to receive charter clearance, which will be handled by the NOAA representative."
