Description
The U.S. Army Corps of Engineers intends to include a sole source requirement as a part of the Army Reserve Intrusion Detection System (IDS) requirement at various Army Reserve installations.
The ELK IDS system is the only ACS/IDS panel that can be monitored by the central monitoring station at Ft McCoy. This action is in support of USARC ACS/IDS installs for new facilities, vaults, SCIF’s or other locations requiring ACS/IDS monitoring systems. This project is to repair an IDS hardware system in conjunction USARC standard alarm system components that reports to one of the USARC central monitoring stations. It is necessary to purchase the ELK ACS/ IDS system for all USARC installations to ensure compatibility and interoperability with existing centralized monitoring stations and to satisfy USARC’s requirement for standardization. In order to accommodate USARC's requirements to standardize training and maintenance, and to ensure complete compatibility and interoperability with the existing centralized monitoring station equipment, no other products shall be used. A technical review and evaluation was conducted and it was determined that no other ACS/IDS systems available through other manufacturers do not meet, and cannot be modified to meet, USARC’s needs.
This is not a solicitation for competitive proposals; however, if any interested party believes that tey can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein.
All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 1:00 PM Eastern Time (ET) on 21 December 2023 to marcel.d.hull@usace.army.mil.
