Description

The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program Office (PMA-226), Adversary Aircraft program is issuing this Special Notice as a means to provide Industry with the opportunity to provide Industry feedback, concerns, suggestions and comments on the previously posted DRAFT Request for Proposal (RFP) for the F-5 Adversary Aircraft Maintenance and Contractor Logistics Support (CLS) (N00421-22-R-0006).

The anticipated North American Industry Classification System (NAICS) Code utilized for these acquisitions are 488190 – Other Support Activities for Air Transportation. The Product Service Codes (PSC) are J015.

GENERAL INFORMATION:

The Government anticipates to award a Single Award Firm Indefinite Delivery, Indefinite Quantity (ID/IQ) contract. NAVAIR intends to solicit and evaluate proposals in accordance with FAR part 15. This acquisition is expected to include Organizational (O), selected Intermediate (I), and limited Depot (D) level maintenance and logistics support services Contract Line Item Numbers (CLINs) for each site  Additionally, the acquisition is also expected to include separate Over and Above (O&A), Overtime/Weekend, Material, and Travel CLINs.

This announcement notifies Industry of the Virtual Pre-Solicitation conference to be conducted on 25 April 2022 at 1:00pm EDT.

This Virtual Pre-Solicitation Conference will be conducted via Microsoft Teams and a link to the event will be provided once the interested party has provided the below registration information. A Pre-Solicitation Conference is a mechanism where interested parties can gain more insight into the F-5 CLS Single Award IDIQ competitive procurement. The Government will present a briefing with an open forum to address questions. The Government will permit one-on-one sessions with interested Prime Contractors who will be performing as the Prime Contractor starting on 26 April 2022 at 10:00am EDT. Each one-on-one session will be limited to twenty (20) minutes per session. Both large and small businesses are encouraged to attend.

LOCATION: This Pre-solicitation Conference event will be held virtually via a Government approved virtual service. Registration is required in order to attend.

GENERAL INFORMATION:

Please note the following regarding the Industry Day:

  1. Please logon thirty (30) minutes early to check-in
  2. Recording of this event is prohibited
  3. NAVAIR intends to discuss the following areas:
    1. Overview of the F-5 program and PMA-226
    2. Performance Work Statement and general capability of Contract Logistics Support (CLS) services being sought
    3. Industry concerns with the DRAFT requirements
    4. DRAFT Contract structure/CLIN structure
    5. DRAFT Section L Instructions to Offerors and Section M Criteria for Award
  4. All attendants are required to register prior to attending the event. Please send RSVPs to Kristin Nelson, kristin.nelson@navy.mil and Catrina Vitez catrina.vitez@navy.mil no later than 21 April 5:00pm EDT.  Please include the following information with your submission: number of attendants, name(s), e-mail address(es), title(s), and phone number of all individuals that will be attending. If your company intends to be an interested Prime Contractor, please include whether your company is requesting a twenty (20) minute one-on-one session
  5. The twenty (20) minute one-on-one sessions will be held on 26 April 2022 starting at 10:00AM EDT. A scheduled time slot will be provided via email for the requested twenty (20) minute one-on-one sessions. Please note only one (1) session may be requested per Prime Contractor.

The previously posted DRAFT RFP contains publicly releasable, unclassified documentation. All subsequent DRAFT RFP documents and publicly releasable information will reside on the System for Award Management (SAM). It is recommended that interested Offerors check the SAM.gov site frequently for any updates.

This announcement is for the Pre-solicitation Conference. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This announcement does not commit the Government to award a contract as a result of this announcement. This requirement is subject to change and the information provided is for informational purposes only. The final requirement will be defined under a formal RFP. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this announcement notice. All costs associated with responding to this announcement will be solely at the expense of the interested party. Not responding to this announcement does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on www.SAM.gov. It is the responsibility of the potential Offerors to monitor this website for additional information pertaining to these requirements.
