Description
This is a Presolicitation Notice. This notice does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). No contract or purchase order will be awarded from this notice. The Government is not liable for any vendor effort or cost incurred as a result of this notice, including but not limited to effort and costs associated with vendors’ preparation and submission of responses. Paper copies of the solicitation will not be made available.

Description:
The U.S. Forest Service, Department of Agriculture, will be soliciting proposals for the GAOA Columbine Toilet Replacement project. This is for the acquisition of new vault toilet installation, and the demolition and disposal of existing vault toilets within the San Juan National Forest. Several campground toilets built in the 1960s have reached their end of useful life. These toilets can no longer meet the needs of the Forest due to either ongoing maintenance costs or a change in Forest requirements. Therefore, it has been determined that the best course of action is to demolish the existing structures and replace with new, more robust toilet systems.
The Contractor will be required to provide all materials, equipment, and labor to pump the existing vault toilet prior to building and vault demolition. The existing building and vault are to be completely demolished and removed from the site. The Contractor will be required to provide all materials, equipment, and labor to install a contractor supplied vault toilet. The building will be a CXT Single Cascadian (Right Hand) model or approved equal and have a footprint of approximately 14’-7.5” by 15’-2.75”, stands 11’-6” high, and contains 1 toilet.
The Contractor will work in coordination with the Contracting Officer Representative (COR) to select the color and style of the new building prior to placing the order with the manufacturer. The Contractor will be required to install a Government furnished Yale lock on all exterior doors and vault hatches of the new toilet facility. The Contractor will be required to construct a compacted gravel path as specified in the drawings.
One Firm Fixed Price (FFP) contract will be awarded.
Magnitude: Between $250,000 and $450,000.
Place of Contract Performance: San Juan National Forest.
Projected Period of Performance: June 16, 2025 – August 15, 2025.
Anticipated Solicitation Date: A request for proposal (RFP) will be posted to SAM.gov on or around 02/03/2025. At that time, the solicitation requirements and documents, to include instructions for submission, will also be available. The proposal response date is not known at this time. The actual date will be established in the solicitation documents. All vendors must have an active registration in SAM.gov at the time of submission to be considered for award. Any vendor that does not have an active SAM.gov registration will be rejected as non-responsive.
Small Business Set-Aside: This procurement is a Total Small Business set-aside.
