Description

NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR Subpart 13.106-1(b)(1)(i). The Department of Veterans Affairs intends to award a Sole Source Blanket Purchase Agreement (BPA) with Illumina, Inc. This BPA is for supplies needed to operate the Illumina equipment and will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR Subpart 13.106-1(b)(1)(i) which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source. In accordance with FAR Subpart 5.102, the required justification documentation is attached. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this office via email to tara.dossiema@va.gov. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
