Description

Currently within the IRS, there are several data centric modernization systems and applications both in development and production that require Extract, Transform, and Load (ETL) functionality to disseminate and receive their mission specific data. One of the Enterprise Architecture (EA)/Enterprise Standards Profile (ESP) approved ETL tools is the Informatica commercial off the shelf (COTS) suite of tools. The Informatica tool suite is used for data integration to read data from a variety of sources, transform data for ingestion by downstream systems, and write data to target systems both on-premises and in the Cloud. Informatica is used by multiple modernization projects including the Enterprise Data Platform (EDP), Enterprise Case Management (ECM), Information Return Modernization (IRMod), Advanced Analytics Platform (AAP), Custodial Account Data Engine 2 (CADE2), Return Review Program (RRP), and Programs initiated under the Inflation Reduction Act (IRA) and mapped to the Strategic Operating Plan. The EIP supports more than 20+ IRS systems that provide numerous business functions and data capabilities to  multiple areas within the IRS. Without EIP, individual instances of COTS or custom-coded data integration solutions would be redundantly deployed throughout the agency resulting in a waste of resources including money, time, hardware, software, and personnel.

The IRS is seeking Informatica Professional Services or an authorized reseller for Informatica Professional Services. As an authorized reseller for Informatica Professional Services, the Contractor will assist the IRS in supporting, expanding, and modernizing the EIP to its full production capabilities based on IRS requirements. The Contractor will assist Data Engineering in Design, Engineering, Configuration and Tuning of the platform. Equally important is the support Data Engineering requires from Informatica Professional Services for the IRS to successfully oversee and maintain Informatica products within the production and other environments. Data Engineering is not seeking Informatica ETL Developers or System Administrators.

The contractor shall:

  • Provide Informatica Professional Services or be an authorized reseller for Informatica Professional Services. This is not a request for Informatica ETL developers or System Administrators.
  • Provide design and architecture guidance for EIP servers and ensure its applications comply to N/N-1 version and other regulatory mandates
  • Support IRS projects on EIP to accommodate their data needs for the organization
  • Assure the security and resilience of EIP solutions
  • Ensure the design, reliability, and performance of the EIP environments according to vendor best practices
  • Resolve major EIP product issues through bug fixes and patch levels
  • Provide 24x7 support for P1/P2 vendor cases and support the triage and resolution of tickets
