Boiler Steam Safety Valves replacement
The purpose of this amendment is to:
1. Questions provided by contractors are due on July 5, 2024, at 12:00pm.
2. Extend the closing date of solicitation to July 12, 2024.
Updated Statement of Work is shown below:
Background: The Lake City VA Medical Center in Lake City, Florida has needs to have the Boiler Steam Safety Valves replaced with new cast steel safety valves. The VA is replacing cast iron fittings in the steam system with cast steel fittings. Other deficiencies have been identified and those deficiencies will also be corrected.
Objective: Upgrade the boilers at the Lake City VA to clear all deficiencies identified during routine inspection.
Scope of Work:
Coordinate all work with the Contracting Officers Representative (COR)
Replace with new, 6 Combustion Air Flow switches. Two on each boiler.
Replace with new, 6 Purge Air Flow switches. Two on each boiler.
Replace with new, 2 High Gas Pressure switches (1 natural gas, 1 propane) and install Audible Alarm to ring out in the Plant for both.
Replace Boiler 3 Disconnect in VFD Panel.
Replace Condensate Pump Control Panel and all the internals in that panel.
Replace with new, 4 Boiler estops. One by each door.
Replace with new, 2 Pressure Relief Valves for the two reducing stations supplying steam to the DA (cast steel). To include drip pan 90s and the drains run from those 90s.
Replace with new, 6 Boiler Steam Safety Valves. Two on each boiler (cast steel). To include drip pain 90s and the drains run from those 90s. Valves shall be sized and installed correctly to meet VA and BEI standards.
Re-pipe all 6 Boiler Steam Safety discharge pipes with larger piping. (Piping must be straight and sized correctly for the safety valves they serve to ensure proper steam discharge from plant.)
Test all new safety valves to ensure they are functioning are sized correctly. Valves must pass inspection and meet VA compliance once installed and inspected.
All Safety valves shall include drip pan 90s and adequate discharge piping to ensure correct operation per VA standard, BEI standard.
Core bore and repair the new roof penetrations for the new discharge piping. (roof must be resealed)
Discharge the new piping through the roof. Terminate discharge piping at same elevation from roof surface as the existing vents.
Set and test all new switches to ensure they are functioning and compliant.
Provide all documentation to the COR.

Qualifications/Certifications: The Contractor Technician shall possess:
Technician shall possess at least five years of experience working on Boilers to perform the services listed in the SOW.
The contractor and all individuals working on the project site must have taken the OSHA Certified 10-hour safety course.
Safety Regulations: All OSHA safety regulations shall be observed during the project. The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this project. Provide the necessary barricades/signage where required.
Scheduling and Hours of Work: All work in areas involved shall be scheduled with the COR. The 10 holidays observed by the Federal Government, are New Years Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas or any other day specifically declared by the President of the United States to be a national holiday.
Evaluation/Selection Factor:
The project must be performed by a contractor that has the capability and capacity to perform the job. Managerial expertise, technical expertise, past performance, and, cost will be considered.
