NSN 7R-1615-012903175-HT, IAW REF NR 70361-03004-104, QTY 6 EA, DELIVERY FOB ORIGIN. NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia - intends to solicit a Spare requirement on a limited sources basis authorized by 10 USC 2304 (c)(1), only one or a limited number of responsible sources will satisfy agency requirements, as implemented by FAR 6.302-1. The intention of the forth coming solicitation is to award with no options, for the requirement. The Navy does not currently have in its possession any data, supporting test equipment, and associated specifications required for a spare item. This item has been deemed as Critical Safety Item (CSIs), thus limiting qualified sources. Only the sources (ALLCLEAR AEROSPACE & DEFENSE INC., cage 1ZK21 and SIKORSKY AIRCRAFT CORP, cage 78286) previously approved by the Government for this Spare item will be solicited. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The subject item requires Government source approval prior to contract award. Only the sources previously approved by the Government for this spare item will be solicited. Failure by any source other than ALLCLEAR AEROSPACE & DEFENSE INC and Sikorsky Aircraft Corp. to respond will result in NAVSUP WSS considering them not interested. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. The purpose of this synopsis is to allow potential vendors to contact the contract specialist under the 15 day window if they are able to perform the spare item on listed in the Attachment. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This procurement is not a Small Business Set-Aside.
