Engineering Research and Development Center (ERDC), GEOTECHNICAL STRUCTURES LABORATORY (GSL), BUILDING 6000 ROOF REPLACEMENT VICKSBURG, WARREN COUNTY, MS

DESCRIPTION OF WORK: The United States Army Corps of Engineers, Vicksburg District, intends to issue an Invitation for Bid (IFB) Solicitation Number W912EE22B0010 to procure construction services to remove and replace the roof of the Geotechnical and Structures Laboratory (GSL) Building 6000, utilizing NAICS 238160 - Roofing Contractors, with a size standard of $16,500,000.  The estimated cost of this work is between $1,000,000 and $5,000,000.

The work consists of furnishing all plant, labor, materials, and equipment, and constructing the Engineering Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) Building roofing repairs.  Work includes removal of the existing roofing material, installing a new TPO roof covering, flashing of numerous mechanical ventilation handler casings, and install/repair of the roof drainage system.

This IFB will result in the award of one (1) Firm Fixed-Price (FFP) Construction contract. The set-aside for this procurement is Total Small Business. The North American Industrial Classification System (NAICS) Code is 238160 with a size standard of $16,500,000. In accordance with FAR 36.204, the magnitude of this construction project is estimated to be between $1,000,000.00 and $5,000,000.00.

The estimated period of performance for completion of construction is 120 calendar days from the date of the Notice-to-Proceed.  The bids will be evaluated based on lowest price submitted.

The official solicitation, plans and specifications will be made available by electronic posting only on or about 23 Sept 2022, and may be found on the SAM System for Award Management Web Page at https://www.sam.gov/. Hardcopies will not be available.

Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at https://www.sam.gov/. Bidders are encouraged to check often for changes (AMENDMENTS) to posted solicitations. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation.

Offerors must have and maintain an active registration in the System for Award Management (SAM) at http://www.sam.gov and must include the NAICS code they are bidding under in order to receive a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
