Description
NOTICE OF INTENT TO SOLE SOURCE
The U.S. Department of Justice, Drug Enforcement Administration intends to award a sole source purchase order to Concord Jet Service Hangar/Office Space (2719 SF) in Concord, CA.
All communication regarding this posting shall be in writing and be received by the archive date of this notice effective 09/13/2024 at 5:00 pm EST. Point of contact for this requirement is AnShawn Lewis, at AnShawn.D.Lewis@dea.gov. This notice of intent is not a request for competitive quotations. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(c), the limited Source Documentation is attached with this notice. The acquisition will be conducted through FAR 13.106-3(b) for open market purchase orders.
The proposed purchase order is for supplies and hanger rental and office space for which the Government intends to solicit and negotiate only with Concord Jet Service. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (Nov 2023) Contract Terms and Conditions-Commercial Items and 52.212-5 (May 2024) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items.

The North American Industry Classification System (NAICS) is 488119. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request of Quotation (RFQ) is not available. In the event that proposals are received, award will be determined by identifying the offeror that provides a technically acceptable quote for the lowest evaluated price.
This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
