PRE-SOLICITATION NOTICE

HQ0858-21-R-0015 / TEAMS-Next Security Operations and Counterintelligence (Security Operations)

1. This pre-solicitation notice is posted in accordance with FAR 5.204.  The Missile Defense Agency (MDA) intends to issue a solicitation to procure services to support MDA with the development, implementation, maintenance, and assessment of security, emergency management, and program protection for the integrated, layered Missile Defense System (MDS).  Efforts include assisting with: Government review and disclosure of U.S. Classified Military Information (CMI) and Controlled Unclassified information (CUI) to foreign governments and international organizations; international visits and assignments to the MDA; technology transfer; munitions export/import licensing for all MDA personnel, offices, components, and support contractors or organizations that receive funding from MDA; and, declassification of documents related to all MDA Research, Development, and Acquisition (RDA) Programs, including Test and Evaluation (T&E) activities, and fielding of the MDS.  The Counterintelligence requirement supports Government efforts to integrate Defensive Counterintelligence (CI) activities, products and services, into MDA RDA Programs, Special Access Programs (SAPs); T&E activities; and, worldwide deployment of the MDS.  These requirements include Agency CI Program missions and functional areas authorized by Department of Defense (DoD) Directive O-5240.02 that detect, identify, assess, exploit, penetrate, degrade, and counter or neutralize intelligence collection efforts, other intelligence activities, sabotage, espionage, sedition, subversion, assassination, and terrorist activities directed against the MDA, its personnel, information, material, facilities, and activities worldwide.  .
    
2. This requirement will be solicited as a Full and Open Competitive action using source selection procedures in FAR Part 15.  The North American Industry Classification System (NAICS) code for this acquisition will be 541690 (Other Scientific and Technical Consulting Services) and the Small Business Size Standard will be $16.5M.  It is anticipated that the award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of three (3) years, one (1) two-year option, and one (1) six-month option to extend.  This requirement will use best value trade off procedures in determining the successful offer.  The places of performance primarily include:  Redstone Arsenal, AL; Ft. Belvoir, VA; Dahlgren, VA; Schriever AFB, CO; Kirtland AFB, NM; Vandenberg AFB, CA; Ft. Greely, AK; Quantico, VA; Pacific Missile Range Facility (PMRF), HI; and Elmendorf AFB, AK.
    
3. It is anticipated that the solicitation will be posted to the SAM.gov website at:
   https://sam.gov/ on or about 45 days from the date of this pre-solicitation notice.  The closing date of the solicitation will be 30 days from the posting date.
    
4. Offerors interested in submitting a proposal after the solicitation is posted to SAM.gov are responsible for downloading their own copy of the solicitation from the website and frequently monitoring the site for any amendments.  MDA will not directly send offerors the solicitation or any amendments.  It is the interested offeror's responsibility to periodically check this website for updates.  If you are interested in saving searches, following contract opportunities, requesting secure documents or signing up for an Interested Vendor List, you will need a login.gov account in SAM.gov.  A bidders’ list will not be maintained by this office, but interested companies are requested to sign up on the “Interested Vendor List” in SAM.gov.
    
   When a solicitation is issued, failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals as stated in the solicitation, may render the proposal non-responsive and result in rejection of the same.  The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract.  The Government will not pay any costs incurred by an interested offeror as a result of the posting of this synopsis or the release of the RFP, when posted.
    
   Offerors interested in submitting proposals must be registered in the System for Award Management (SAM) system in accordance with FAR 4.1102.  SAM is available at https://sam.gov/SAM/.
    
5. The Government intends to hold one-on-one meetings with industry covering the Security Operations solicitation.  These meetings will be limited to 30 minutes and will be held via Skype or teleconference.  Please submit a request NLT close of business on June 07, 2021 at TN-SECOPS@mda.mil to schedule a session with your company.  The Government prefers to meet with prime offerors only.  Questions and MDA responses to questions asked during the one-on-one meetings will be posted on SAM.gov.
