Description

SOURCES SOUGHT/NOTICE OF PROPOSED CONTRACT ACTION (NOPCA).  This is not a solicitation.

Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (AFLCMC/HNCK), Joint Base San Antonio-Lackland, TX intends to award, on a sole-source basis, a firm-fixed-price contract for the design and construction of a Calibration Bench to Teledyne Brown Engineering (TBE) Inc., 300 Sparkman Drive NW, Huntsville, AL 35805.

The Technical Application Products (TAP) office requires the design and construction of a Calibration Bench.  This bench will allow depot technicians determine the serviceability of various Automated RadioXenon Concentrator (ARCS) components. The ARCS was designed to sample air and provide in-situ analysis, supporting our nation's nuclear treaty monitoring effort. The ARCS is a very complex sampling suite that includes many sensors which must be function checked (calibration checked) once a year. The current serviceability process is to physically remove sensors and return them to the ARCS Original Equipment Manufacturer.  Completion of the design will enable future functional checks/repairs to be performed by the HNC Tech Apps depot. Teledyne Brown Engineering (TBE) Inc. (CAGE 14925) is the Original Equipment Manufacturer of this sampling suite. 

The North American Industry Classification System (NAICS) code is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals.

The proposed contract action is for the design and construction of a Calibration Bench for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source.  The government intends to make an award by 15 September 2024.  Required delivery is 8 months after receipt of order. No technical data, drawings, or orders are available.  Proposals for the required items are NOT being requested through this notice. A determination for other than full and open competition has been approved for this acquisition.

If a firm believes it is capable of meeting the government’s requirement, it may identify its interest and capability to the Contract Specialist by 16 August 2024.
