Description

NASA/GSFC plans to issue a Request for Proposal (RFP) for a follow-on contract, Environmental Test and Integration Services (ETIS) IV, to provide support to the NASA/GSFC Engineering and Technology Directorate (ETD).
The principal purpose of this contract is to acquire environmental test and integration engineering and related services for ETD’s Mechanical Systems Division and related organizations throughout GSFC, as required, for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The environmental test and integration engineering areas of emphasis are multidisciplinary with concentrations in the areas of structural loads analysis and engineering design, thermal, contamination and coatings, manufacturing optics and recertification.
The place of performance for ETIS IV will be at NASA/GSFC.
It is anticipated that the subject contract will be a Cost-Plus-Award-Fee (CPAF), Indefinite Delivery Indefinite Quantity (IDIQ) Single-Award contract with a five-year ordering period, with a potential additional 6 months per FAR Clause 52.217-8, Option to Extend Services.
The Government anticipates a release of the Draft Request for Proposal (DRFP) in May 2024. This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the SOW. Further, potential offerors will be instructed to submit their Organization Conflict of Interest (OCI) mitigation strategies after DRFP release in order for NASA to review them and provide responses to each potential offeror prior to the final RFP release. No proposal/offer is to be submitted during this posting.
The Government does not intend to acquire a commercial item using FAR Part 12.
This procurement will be a full and open competition. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 30%; Small Disadvantaged Business Concerns (SDB) 5.0%; Women Owned Small Business Concerns (WOSB) 5.0%; Historically Black Colleges & Universities 0.5%; HUBZone Small Business Concerns 2.0%; Veteran-Owned Small Business Concerns (VOSB) 3.5%; Service-Disabled Veteran-Owned Small Business Concern 3.0%.
The NAICS Code and Size Standard are 541330 and $22.5M, respectively.
The anticipated release date of RFP is on or about late June 2024, with proposals being due approximately 30 calendar days later. Contractor must have a “Secret” level facilities clearance at time of proposal submission.
