Description
AudioEye RFQ:
FirstNet Requirement: DESCRIPTION OF GOODS OR SERVICES to purchase AudioEye Enterprise in accordance with the Attachment A - SOW and all associated attachments.
Brand Name Justification: FirstNet's public-facing website must adhere to the IT accessibility laws and policies specified in Section 508 of the Rehabilitation Act of 1973. This compliance must be achieved without substantial alteration to the content of the existing FirstNet.gov website. As website updates are routinely made by personnel who are not familiar with, nor capable of implementing, Section 508 requirements, FirstNet requires a service-based 508 compliance utility to run continuously over the website and ensure that content uploaded by FirstNet data owners and web developers is 508 compliant at the time of publishing. AudioEye has been identified as the only software as a service (SaaS)-based utility that meets FirstNet requirements.
The automated 508 compliance functions provided by this software are critical to assuring FirstNet adherence to federal laws and policies. There is no other software currently available which performs this function in an automated, service-based manner. Implementing policies which would route all website updates through personnel capable of assuring 508 compliance would incur a substantial cost to the government.
This requirement is a proprietary brand name acquisition only, in addition to the manufacturer, several resellers are available and authorized to provide these items. FirstNet will try to the maximum extent possible to compete the acquisition among all available sources. This requirement is a proprietary brand name acquisition for the vendors listed above. To be consider for an award your company must be register in SAM.GOV. In order to have an acceptable quotation, the offeror must provide pricing for all of the CLINs in accordance with this RFQ and required information as stated in FAR 52.204.24-26 Representation regarding certain Telecommunication and Video Surveillance Services or Equipment (Aug 2019) as incorporated in the provision section of Attachment C - Clauses & Provisions.
Submission of Quotations: FirstNet anticipates a firm-fixed-price type award as a request of this request for quote. Offerors must cite it’s appropriate their Unique Entity Identifier (SAM) Number in the quote submission. Offerors must complete the table contained in Attachment B, CLIN Description, as part of its quotation. Partial quotations will not be accepted. Offerors may propose a discount off their rates and shall be specified within the quote submission.
Special instructions:
1. You must be an authorized reseller of the product(s) being procured.
2. Please find three attachments: Attachment A – SOW, Attachment B – CLIN Descriptions and Attachment C – Clauses and Provisions.
3. Please submit with the quote your company’s 889 Certification. (FAR 52.204.26: Covered Telecommunications Equipment or Service – Representation)
4. Award will be made on the basis of Lowest Price / Technically Acceptable
