16. Description: U.S or foreign flag, Float-On/Float-Off (FLO/FLO) vessel(s) (multiple awards up
to two vessels or until the Government’s needs are met) capable of carrying three, Landing
Craft Utility (LCU) 2000 class landing craft. Due to the construction of the LCUs, Lift-
On/Lift-Off (LO/LO) options will not be considered.
17. Place of Contract Performance: The load port/place is Rota, Spain; and the discharging
port/place is Norfolk, VA (USA). Owners/Offerors are to provide a five-day layday window
for loading that satisfies the requirement for delivery of LCUs no later than 05 November
2024. The period of performance is one voyage.
18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on
responses received from a recent, sources sought notice for this service. All responsible
sources may submit a proposal, which shall be considered by the agency. The Small Business
Administration’s Procurement Center Representative concurred with this decision.
