Description

PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) intends to award a sole source, Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) with Economic Price Adjustment (EPA) contract to Avalon Care Center-Hale Nani LLC. The Contractor is currently providing CNH services to 15 Veterans at the facility and a replacement contract is being established to provide continued care for the Veterans at the Community Nursing Home (CNH). The solicitation for this action will be posted to Contract Opportunities, and all responsible sources may submit a quotation, which shall be considered by the agency on or before 04/26/2021 at 23:59 Pacific Time. After consideration, the Government will determine whether to proceed with the sole source acquisition. Please keep in mind that patient care and choice in the decision is the highest priority to the VA. As prescribed in VHA Notice 2020-32 and VHA Handbook 1143.2, for more than 35 years the CNH Program has maintained two cornerstones: some level of patient choice in choosing a nursing home close to the Veteran s home and family, and a unique approach to local oversight of CNHs. In light of this Program, the VA does not intend to move the Veterans or disrupt the much-needed services, in particular locale, that is currently being provided by Avalon Care Center-Hale Nani LLC. A Justification and Approval (J&A) will be executed by the Head of the Contracting Activity (HCA) for the contract and will be posted to https://fbohome.sam.gov/ as required by Federal Acquisition Regulation (FAR) 13.01(a)(1)(iii). Period of Performance: 05/01/2021 04/30/2026
