Pre-solicitation Notice for Personnel and Pay Integration and Sustainment

The Naval Information Warfare Systems Command (NAVWAR), on behalf of MyNavy
Human Resources
(HR) Information Technology (IT) Solutions (PMW 240), Program Executive Office
Manpower, Logistics &
Business Solutions (PEO MLB), is issuing this pre-solicitation notice for PMW 240's
Personnel & Pay
Integration and Sustainment requirement.

PMW 240 is responsible for the acquisition and sustainment of the Navy's manpower,
personnel, training
and education systems and the transformation of the Navy's HR systems. The Navy
Standard Integrated
Personnel System (NSIPS) is the Navy's current operational IT system providing the
Navy's HR personnel
capabilities. This effort is for the continued NSIPS operation, sustainment, and
integration with pay
capabilities (Navy Personnel and Pay (NP2)). This effort includes system integration,
testing,
implementation, operation, and sustainment of NSIPS capabilities that are currently
being performed by
GDIT, under contract N00039-23-C-0002. NSIPS sustainment includes deployment and
production
support, application maintenance, environmental maintenance, legacy system
integration, afloat
installation maintenance, and interface development and maintenance centered on the
existing
PeopleSoft-based capabilities. This effort includes personnel and pay systems integration,
hosting,
operations, cybersecurity support, and operation of a service desk. A key part of this
effort is maintenance
and operation of the cloud-based environments hosting HR capabilities and compliance
with all applicable
DoD Information Assurance/Cyber Security rules and regulations.

NAVWAR intends to issue a full and open competition Request for Proposal (RFP) that is
anticipated to
result in the award of a single-source Indefinite Delivery/Indefinite Quantity (ID/IQ)
contract, with an
initial Task Order at contract award, utilizing the procedures in Federal Acquisition
Regulation (FAR) Part
15. The new contract will have an ordering period of at least five years and the initial
Task Order will have
a five-year period of performance that includes a twelve-month base period and four
twelve-month
options. Award is anticipated in the March 2024 timeframe with a total ordering ceiling of
$338M.

The Government anticipates using the attached requirements documents (Attachments 1
and 2; and L-6
and L-7, respectively) to define the tasking. Industry feedback on the attached PWS and
CDRLs is
important in meeting the Government's requirement. Please use the attached Comment
Response Form,
Attachment L-1, to comment on the PWS and CDRLs.
